Luciano Winter is the Founder & CEO of Stormi Capital, a European music-technology company building infrastructure for independent artists and labels. Based in Rotterdam, he operates at the intersection of distribution, data, royalty administration and funding, enabling independent music companies to scale without giving up ownership or control.

With a background in independent label operations and international distribution, Luciano combines hands-on experience with strategic insight into rights management, revenue optimisation and cross-border expansion. Under his leadership, Stormi Capital provides global distribution to 200+ platforms, advanced analytics, automated royalty systems, UGC monetisation and tailored funding solutions for professional labels.

He serves as a Board Member of IMPALA, the European association representing independent music companies, and STOMP, the Dutch trade body for independent rights holders, contributing to strengthening the independent sector at both national and European level.

Luciano focuses on sustainable growth models and believes the future belongs to independents equipped with major-level tools and transparent systems.
